The directive follows ongoing criminal proceedings against the officials, who have been on remand at Luzira Prison since their arraignment on July 1, 2026.
Those ordered to be interdicted are Chris Obore, Director of Communications and Public Affairs; Daniel Adilo, Director of Human Resource; Rajab Kaaya Ssemalulu, Principal Research Officer; Okwi Emmanuel Emuron, Principal Protocol Officer; Vincent Otebata, Capacity Development Officer; Leonard Okema, Executive Secretary in the Office of the Speaker; and Stella Itute, Office Supervisor in the Office of the Sergeant-at-Arms.
The Inspector General of Government (IGG), Lady Justice Naluzze Aisha Batala, has directed the Clerk to Parliament, Adolf Mwesige, to immediately interdict seven senior Parliament officials who are facing corruption-related charges before the Anti-Corruption Court.
In a formal directive addressed to the Clerk to Parliament, the IGG said the suspension of the officials from duty is necessary to protect the integrity of Parliament and prevent any interference with ongoing judicial proceedings.
“In the instant case, public interest demands that while the case against the above public officials is ongoing, they should be suspended from exercising the powers and functions of their offices,” Lady Justice Batala stated.
The IGG cited Article 230 of the Constitution and Section 13(6) of the Inspectorate of Government Act, which empower her office to issue directives and orders considered necessary in the execution of its constitutional mandate.
Alleged Shs31.95 Billion Fraud
According to court records, the accused are alleged to have embezzled and diverted public funds intended for parliamentary operations between 2023 and May 2026, causing an estimated financial loss of approximately Shs31.95 billion.
The officials face charges of embezzlement, causing financial loss, abuse of office, and money laundering under Uganda’s Anti-Corruption laws.
Prosecutors allege that the suspects exploited their official positions to unlawfully access and misappropriate public funds.
Court documents indicate that Daniel Adilo allegedly embezzled Shs14.609 billion, the largest amount among the accused.
Chris Obore and Vincent Otebata are each accused of embezzling Shs5.253 billion, while Leonard Okema allegedly diverted Shs3.489 billion.
Rajab Kaaya Ssemalulu is accused of embezzling Shs2.170 billion, while Okwi Emmanuel Emuron allegedly misappropriated Shs1.1 billion.
Money Laundering Charges
In addition to corruption-related offences, several of the accused are jointly facing money laundering charges.
The prosecution alleges that Chris Obore, Daniel Adilo, Leonard Okema, Rajab Kaaya Ssemalulu and Vincent Otebata, together with Murebe Methods, the Chief Executive Officer of the Parliamentary SACCO, received and processed Shs10.893 billion between January 2023 and April 2026 while allegedly knowing that the funds were proceeds of crime.
According to the prosecution, investigations uncovered sufficient evidence to support charges of embezzlement, causing financial loss and money laundering against the accused.
The case remains before the Anti-Corruption Court as investigations and prosecution continue, with the IGG maintaining that the interdictions are intended to safeguard public confidence in Parliament and ensure accountability while the judicial process takes its course.
