IGG Recovers Shs41.9bn in Anti-Corruption Drive, Warns of Rising Administrative Injustice

Uganda’s Inspectorate of Government (IGG) says it has recovered about Shs41.9 billion through investigations and other efforts aimed at fighting corruption and strengthening public governance.

The Inspectorate said Shs2.4 billion was recommended for payment during the 2025/2026 financial year, highlighting its continued focus on recovering public resources and addressing maladministration.

IGG official Naluze Batala said, however, that the recovery of public funds is only part of the broader governance challenge facing Uganda, with increasing cases of administrative injustice threatening effective public service delivery.

She cited the victimisation of whistleblowers by their superiors and delays in accessing vital documents as among the problems affecting citizens seeking redress from public institutions.

“Administrative injustice” generally refers to unfair, unreasonable or improper decisions and actions by public authorities, including delays, failure to provide services or abuse of administrative power.

The officials made the remarks on Monday ahead of International Ombuds Day on October 8, an annual occasion intended to highlight the role of ombuds institutions in promoting fairness, accountability and good administration.

The Inspectorate’s comments place administrative justice alongside corruption control as a key governance issue, particularly where citizens depend on public institutions for essential services and access to information.

The warning over whistleblower victimisation also underscores the difficulties faced by people who expose suspected wrongdoing within government institutions. Fear of retaliation can discourage potential whistleblowers from reporting misconduct, undermining efforts to detect and recover public resources.

The IGG, which is Uganda’s principal anti-corruption and public accountability institution, has a mandate that includes investigating corruption, enforcing leadership standards and addressing complaints involving maladministration.

The latest figures suggest that while financial recovery remains an important measure of the Inspectorate’s work, officials are increasingly drawing attention to the less visible costs of poor administration—delayed decisions, inaccessible records and reprisals against those who raise concerns.

With International Ombuds Day approaching, the Inspectorate is using the occasion to underline the need for public institutions to provide citizens with fair, timely and accountable administrative services.
