Balaam Orders Bars, Malwa Joints to Open After 3 P.M. on Working Days

Minister in charge of Local Government, Balaam Barugahara Ateenyi, has ordered bars, Malwa joints and other alcohol-selling establishments to open only after 3 p.m. on working days, in a government push to curb daytime drinking and promote productivity in communities.

In a directive issued Tuesday, August 11, 2026, Barugahara instructed LC5 chairpersons, city mayors, division mayors and council speakers to enforce the operating-hour measure across their respective jurisdictions.

The directive specifically states that bars, Malwa joints and other alcohol-selling establishments “should not open before 3:00 p.m. on working days,” subject to applicable national laws, licensing requirements and lawful local government regulations.

Barugahara said local leaders should take the lead in discouraging early-morning alcohol consumption and work with security agencies and enforcement teams to ensure alcohol outlets do not operate in ways that encourage people to spend their mornings drinking instead of working.

The minister linked excessive alcohol consumption to broader community problems, including idleness, family difficulties and rising crime, arguing that stronger controls could help create more productive and responsible communities.

Repeat offenders face closure

Barugahara also directed local authorities to take enforcement action against alcohol outlets that repeatedly violate lawful operating-hour requirements.

Bars and other alcohol outlets that persistently defy such directives should be closed, with appropriate action taken against repeat offenders in accordance with the law.

The directive places local government leaders at the centre of enforcement, requiring them to work alongside security agencies, council enforcement officers and other relevant authorities.

Underage drinking also targeted

The minister’s directive goes beyond operating hours, ordering authorities to take action against alcohol sellers who supply drinks to people under 18.

Bar owners, shop owners, Malwa joint operators and other alcohol sellers found selling or supplying alcohol to minors should be arrested and prosecuted in accordance with the law.

Establishments that repeatedly violate the requirement are also expected to face appropriate sanctions.

Betting hours face scrutiny

Barugahara further directed local governments to regulate the operating hours of betting companies within their jurisdictions, in accordance with applicable laws and regulations.

The ministry said the measure is intended to protect communities, particularly young people, from harmful practices associated with excessive betting.

The alcohol and betting directives form part of a broader package issued by the Ministry of Local Government that also requires councils to allow press access to council sittings and publicly display approved budgets.

Barugahara urged local leaders to personally take charge of implementation and report challenges through the appropriate government channels.

The minister said the measures are ultimately aimed at putting public interests first, strengthening accountability, protecting children, encouraging productivity and restoring discipline in communities.
